
Healthcare providers affected by the COVID-19 public health emergency (PHE) can now apply for additional funds through the third General Distribution allocation of the Provider Relief Fund, established and funded through two emergency spending bills, namely the Coronavirus Aid, Relief, and Economic Security (CARES) Act and the Paycheck Protection Program (PPP) and Health Care Enhancement Act.
The U.S. Department of Health and Human Services (HHS) has earmarked $20 billion for this latest tranche of funding. The portal opened Monday, October 5, 2020, for a wide range of providers who are eligible to apply, including …
- Providers who previously received, rejected or accepted a General Distribution Provider Relief Fund payment.
- Behavioral Health providers, including those that previously received funding and new providers.
- Healthcare providers that began practicing January 1, 2020 through March 31, 2020, including Medicare, Medicaid, CHIP, dentists, assisted living facilities and behavioral health providers.
HHS has already issued over $100 billion in relief funding to providers through prior distributions. For eligible providers, the new Phase 3 General Distribution is designed to balance an equitable payment of 2 percent of annual revenue from patient care for all applicants plus an add-on payment to account for revenue losses and expenses attributable to COVID-19. According to HHS, their top priority is “ensuring as many providers as possible have an opportunity to apply.”
As with previous Provider Relief Fund distributions, recipients will be required to attest to receiving the Phase 3 General Distribution payment and accept the associated Terms and Conditions. Applications close November 6, 2020.
