2014 Full-Year Quality and Resource Use Reports

The Centers for Medicare and Medicaid Services (CMS) will soon release the full-year 2014 Quality and Resource Use Reports (QRURs) for all physician groups and solo practitioners nationwide who reported at least one quality or cost measure with at least one eligible case during the performance period from January 1, 2014 to December 30, 2014.

Also, for the first time, CMS will make available the 2014 QRURs for groups and solo practitioners with non-physician eligible professionals only, as well as groups and solo practitioners that participated in the Shared Savings Program, the Pioneer ACO Model, or the Comprehensive Primary Care initiative in 2014.

Particularly, the 2014 QRURs will provide information on each TIN’s performance on all available quality and cost measures used to calculate the 2016 Value-Based Payment Modifier (VBPM). Calendar year 2014 was the performance period for the 2016 Value Modifier for physicians in TINs with 10 or more eligible professionals. The 2014 QRURs will provide information on how the TINs’ quality and cost performance will affect their physicians’ Medicare PFS payments in 2016.

For QRUR recipients who are not subject to the 2016 Value Modifier, the annual reports can provide clues for improving performance in quality and cost for the current and future reporting years. All solo physicians and physicians in groups of any size will be evaluated on the 2015 reporting year for the 2017 Value Modifier. Proposed for the 2016 reporting year, non-physician solo practitioners and those NPPs in groups with physicians or other NPPs also will be subject to the 2018 Value Modifier.

To access your full-year 2014 QRURs once they are released, you or a member of your group (QRURs are provided for each Medicare-enrolled TIN) will need a CMS Enterprise Identity Management System (EIDM) account. (Previously, QRURs were accessed through Individuals Authorized Access to CMS Computer Services [IACS] accounts; however, as of July 13, 2015, the IACS accounts were phased out and all users will need to register for an EIDM account.)

To find out whether there is already someone who can access your or your group’s QRUR, please contact the QualityNet Help Desk at (866) 288-8912 and provide your TIN and the name of your group (or your name, if you are a solo practitioner). If your group has already registered for a PQRS group reporting mechanism, then the same person who registered the group can access the group’s QRUR using his or her EIDM User ID and password.

If you do not have an EIDM account, follow the instructions below to register for an EIDM depending on your role within your group or your status as a solo practitioner:

  • For groups who do not have an EIDM account and did not previously have an IACS account, one member of the group should use these instructions.
  • For groups who already have an IACS account and need to transfer to an EIDM account, one member of the group should use these instructions.
  • For solo practitioners who do not have an EIDM account and did not previously have an IACS account, use these instructions.
  • For solo practitioners who already have an IACS account and need to transfer to an EIDM account, use these instructions.
